Mrs. Bilikiss Adebiyi-Abiola


Bilikiss is the General Manager of the Lagos State Parks and Gardens Agency (LASPARK). LASPARK is responsible for planning, developing and maintaining parks to promote the health and welfare of Lagosians. In addition, LASPARK is responsible for landscaping and beautification of all open spaces in Lagos State. LASPARK is also responsible for mitigating the effects of climate change through an aggressive statewide tree planting campaign.

Bilikiss also co-Founded Wecyclers Nigeria Limited (Wecyclers), a for-profit social enterprise that promotes environmental sustainability, social welfare, and community health by utilizing low-cost cargo bicycles called “wecycles” to provide convenient recycling services to households in densely populated low-income neighborhoods. Wecyclers motivates families to recycle through an SMS-based incentive program that rewards them with points for consistent recycling that can be converted to cell phone minutes, basic food items, and household goods.

Bilikiss completed an MBA at the Sloan of School of Management at the Massachusetts Institute of Technology, and as a student she was a Legatum Fellow at MIT’s Legatum Center for Development and Entrepreneurship and Vice President of the MIT Sloan Africa Business Club. Additionally, she holds an MSc. in Computer Science from Vanderbilt University, and a BSc. in Computer Science from Fisk University. She is a Carroll Wilson Fellow, an Echoing Green Fellow and a 2013 recipient of the Cartier Women’s Initiative Awards.

Bilikiss is also an active public speaker, reaching audiences in Nigeria and beyond at events such as Thinking School Africa 2015, Founders Conference 2016, and the Youth Entrepreneurship Summit and Expo (YES) Nigeria 2016. She was recognized as one of the 2016 Quartz Africa Innovators, identified as one of Africa’s Top 5 Entrepreneurs in the Waste Recycling Business by Smallstarter, named as one of the 2016 Ventures Africa 42 African Innovators to Watch, and honored as one of 20 African Women with Powerful and Inspiring Voices by Applause Africa.
In addition to her role at LASPARK, Bilikiss is also a member of the Board of Trustees of the Lagos State Employment Trust Fund (LSETF), which was established by the Lagos State Government to provide financial support to residents of Lagos State, for job, wealth creation and to tackle unemployment. LSETF serves as an instrument to inspire the creative and innovative energies of all Lagos residents and reduce unemployment across the State. The Fund has the mandate to directly invest in helping Lagos residents grow and scale their Micro Small and Medium Enterprises (“MSMEs”) or acquire skills to get better jobs.

Esther Bashorun

Agency Secretary/Legal, LASPARK.

Esther Bashorun a Legal Practitioner, an Administrator and a good team player who thrives on problem solving based on her ability to mediate and negotiate joined the Lagos State Government in 2010 as a State Counsel and was deployed to the Office of the Public Defender as a defence counsel. She later was redeployed to the Directorate of Advisory Services & Judicial Liaison in 2012.

She was thereafter seconded to Lagos State Parks & Gardens Agency a parastatal under the Ministry of the Environment as the Legal Adviser and later appointed the Agency Secretary a position she combines with being the Legal Adviser.

Before joining the services of the Lagos State Government, she had a brief stint at Hole 19 Investment as a Secretary, Gisan Oil Services Limited as a Liaison Officer, and at Carew, Elemide & Goodluck Chambers (Now Proteus Law Firm) as a Legal Practitioner.
She attended the University of Lagos for her Master’s degree in Law (LL.M), Nigerian Law School – (B.L), Lagos State University – Bachelor of Law (LL.B), Grace Institute of Sec.& Mgt. Studies – Advanced Diploma and Our Lady of Apostles Secondary School, Yaba.

A chartered mediator, she is a member of the Nigerian Bar Association (NBA), International Federation of Women Lawyers (FIDA) and the International Bar Association (IBA).
She is married with children and loves travelling, reading, interior decoration, meeting people and humanitarian work.
